What is meant by "you are outside the area of consideration?"

Answer

This means that the announcement was restricted to applicants in a particular geographical location or to current employees within a certain organization or agency. 


Occasionally, extended announcements (those that begin with an "X") are announced as open to "All Appointable or Status Candidates." However, managers have the option to further restrict that area of consideration (AOC) when they request lists of candidates. So it is possible that those with Federal status would be found outside the AOC for a position that was originally announced as open to "All Appointable or Status Candidates," simply because the selecting official chose to further restrict the AOC.
